Growing With Purpose: How JLC Is Changing Lives Through eTMS

JLC Services began with a small program in Ohio and a powerful belief: those who serve our communities deserve access to innovative care that can help them live better lives.

Under the leadership of Joe Charles, JLC has spent the past six years expanding access to electroencephalogram-guided Transcranial Magnetic Stimulation, or eTMS. Powered by JLC Services, eTMS has grown from a small Ohio initiative into a multistate program serving Veterans, law-enforcement officers, and first responders in Ohio, Florida, and other states.

Today, the program includes five clinics across Ohio and a rapidly expanding presence in Florida. With five additional Florida locations coming soon, the program will grow to a total of 13 locations across the state. New clinic addresses will be announced as they become available.

That growth represents more than new clinics on a map. It represents thousands of people who have been given another opportunity to sleep better, reconnect with family, think more clearly, and enjoy a better quality of life.

eTMS is a noninvasive, drug-free technology that begins with an EEG assessment of an individual’s brain activity. Clinicians use that information to personalize the frequency of the magnetic stimulation delivered during treatment. The goal is not simply to address a diagnosis—it is to help each participant function and feel better in everyday life.

The program’s growing body of data helps tell that story. JLC’s internal dashboard now reflects:

Across thousands of completed assessments, JLC’s aggregated program data shows average score reductions of approximately 53% to 64% on measures related to post-traumatic stress, depression, anxiety, sleep difficulties, pain, and other quality-of-life concerns. Cognitive testing also showed an average improvement of 4%.

These results allow JLC and its state partners to measure progress, evaluate the programs, and make informed decisions about bringing eTMS to more communities. More importantly, every number represents a person—a Veteran sleeping through the night, a first responder feeling present with family again, or a law-enforcement officer rediscovering hope and purpose.

JLC continues to work with legislators and state leaders to establish programs that make eTMS available at no cost to eligible participants. The team is also actively working with additional states to bring this technology to as many Veterans, law-enforcement professionals, and first responders as possible.

eTMS, powered by JLC Services, has grown considerably since its first days in Ohio, but its purpose remains unchanged: to serve those who serve us. Clinics are opening, the data continues to grow, and lives are changing every day.

Program availability and eligibility vary by state. Data reflects combined program results as of July 29, 2026, and individual outcomes may vary. eTMS is provided following an evaluation by qualified healthcare professionals.
